MD - 316, May 2-3, 2026, Visakhapatnam.
1) DELEGATE Means a Lion member in good standing of a Chartered Lions Club In good standing in Multiple District 316 and registered as a delegate by paying the prescribed registration fee for the Convention. All the registered delegates shall carry registration receipt and delegate badge.
2) (a) "VOTING DELEGATE" and alternate delegate: Each Chartered Lions Club in good standing in the Multiple District 316 shall be represented by one or more delegates at the Multiple District Convention and shall be entitled in each such Convention to one voting delegate/alternative voting delegate for each 10 members who have been included as a Lion for at least one year and a day in the club or major portion thereof of the said club as shown by the records on International Office, on the first day of the month preceding the Multiple Convention. All the voting delegates/alternate delegates shall have to pay registration charges as a delegate to the convention.
(b) All the International Officers, present and past and all the District Governors of the Multiple District who are active members and in good standing Lions of the Chartered Lions Club in the Multiple District 316 shall be voting delegates over and above the quota of the delegates from his/her home club subject to registration as a delegate by paying registration charges to the Multiple Convention.
(c) Each Past District Governor in good standing of a Chartered Lions Clubs in good standing in the Multiple District 316 shall have voting rights at the Multiple Convention and shall not be included in the Delegate Quota of the his/her club, subject to registration as a delegate by paying the registration charges to the Multiple Convention.
d) Accredited Delegates: The term accredited delegates in these rules shall mean to the registered voting delegates/alternate delegates, present/past International Officers mentioned above in 2(a) (b) & (c) whose credentials have been accepted and 'recognized by issuing the valid certificate of credentials by the Chairperson of the Credential Committee of Tenth Annual Multiple District 316 Convention.
The Council Chairperson shall preside over all the sessions of the Convention and in the absence of the Council Chairperson, the Council Vice-Chairperson will preside. In the absence of both, the. Council of Governors will elect one amongst themselves to preside over the Convention. He/She shall preside over conduct and regulate the proceedings.
1. The Multiple District Council of Governors shall arrange the order of business for the Multiple District Convention, The official programme printed and circulated to delegates shall be the order of business of this Convention.
2 Any deviation from the announced order of business shall be made only with the consent of two thirds (2/3) of the certified delegates assembled at any session at which a quorum is present. Majority of those certified delegates present in person at any session shall constitute a quorum.
3. All registered delegates may attend and observe the proceedings of the Multiple Convention. But on the matters before the Convention, only the delegates duly nominated by the concerned club, whose credentials have been accepted as valid by the credential committee. In the absence of duly nominated delegates, the accredited alternate delegate so recognized by the credential committee shall be entitled to speak and vote in the proceedings of the Multiple Convention.
4. The Presiding Officer shall establish quorum at the commencement of each plenary session and when demanded by the delegates.
5. The quorum of any session shall be minimum of 100 voting delegates or alternate present at any session at the venue of the Convention according to Section-3 of the Article X of the Constitution of the Multiple District 316.
6. A voting delegate/Alternative delegate may move an amendment to a resolution which the presiding officer shall place for discussion if seconded by another such delegate.
7. If more than one amendment is moved and seconded, the Presiding Officer shall decide the order of discussion of the amendments.
8 Amendments shall be for minor changes to the original motion or resolution. An amendment which shall change the meaning or purpose of the original motion or resolution the opposite of what is originally intended shall not be proposed or allowed to be considered.
9. Delegate may move for closure of discussion of the amendment of the resolution and if the motion is adopted by the delegates present, the discussion shall be closed, and the amendments shall be put to voice vote, if necessary.
10. After the amendments are discussed and voted upon the resolution originally moved or as amended shall be read out and put to voice vote.
11. If a delegate demands a division, voting on the resolution or amendments it shall be decided only by show of hands. The declaration of the Presiding Officers, whether the resolution or amendment is adopted or rejected shall be final.
12.In case there is a tie the President Officer shall decide the motion by casting his/her vote if not utilized the right to vote earlier on the same subject.
13. No delegates shall address the Convention unless permitted by the Presiding Officer.
14. The delegate moving the resolution or amendment may address the convention for not more than three minutes (3) and he/she may speak on the same subject later for additional 2 minutes.
15. No delegate unless permitted by the Presiding Officer shall address the convention more than once on the same motion, but a delegate moving a motion may address again. The limitation shall not apply to an address or report provided for in the Official Programme.
16. No speaker shall be interrupted on any matter except on a point of order and that too only if the Chair decides that the points so raised are in order. The ruling of the Presiding officer on matter of propriety and correctness shall be final.
17. The Presiding Officer shall determine the number of speakers on the resolution and the time allotted to such speakers and the Presiding Officer shall exercise his right to initiate or terminate any discussion at any stage.
1. Amendments to the constitution: According to the Article XVI Section 4 of the Multiple District 316 Constitution, the Multiple District Constitution may be amended only at a Multiple District Convention by a resolution reported by the Convention Committee on Constitution and Bylaws and adopted by the affirmative votes of two thirds (2/3) of the votes cast. All the provisions covered under the heading CONSTITUTION including the CONSTITUTION AMENDING PROCEDURE in the Multiple Constitution of the Multiple District 316 will form part of the Multiple constitution.
2. REDISTRICTING: According to Article VII Section 3 of Multiple District 316 Constitution whenever Lions Districts are divided or redistricted the same shall be incorporated in Section I of Article II of the Multiple Constitution without going through the provisions prescribed for amending the Constitution but through a timely intimation to all active Lions Clubs in the Multiple from the Council of Governors, provided that such changes do not affect the existing boundaries of the Multiple District.
3. Amendments to the Bylaws of the Multiple Constitution: According to the Article XXI Section 1 of our Multiple District Constitution 316, the Bylaws of the Multiple Constitution may be amended only at the Multiple District Convention, by a resolution reported by the Convention Committee on the Constitution and Bylaws and adopted by the majority of the Votes cast where at least one hundred (100) accredited delegates were present All the provisions covered under the BYLAWS and including the provision dealing with AMENDEMNT TO BY LAWS in the Multiple District Constitution & Bylaws will form part of the Bylaws of the Multiple Constitution.
4. Other Resolutions: All other resolutions or amendments may be approved thereto by voice vote and the ruling of the Presiding Officer shall be final. Whenever delegates demand division voting them will be conducted by the raising of hands. The decision of the Presiding Officer in this regards shall be final.
Except as otherwise provided in the Lions Clubs International Constitution and bylaws the Multiple District 316 Constitution and Bylaws, National customs and practice or these rules, Robert's Rules of order newly revised shall govern all questions of order and procedure of the Multiple Convention. Robert's Rules provide for constructive and democratic meetings, to help and not to hinder, business or the assembly. They provide rule for fair and orderly meetings & conventions.
